How to write WhatsApp templates Meta approves: 10 common mistakes with before-and-after examples

How long does Meta take to approve a WhatsApp template?

Review runs automatically when you create or edit a template and can take up to 24 hours. A rejected template can't be sent: fix it based on the reason and resubmit. Each WhatsApp Business account can hold up to 250 templates, so delete the ones you no longer use.

Why does Meta change my utility template to marketing?

Because a utility template must be non-promotional: confirming an order, a shipment or a payment. If you add an offer, a product recommendation or a generic survey, Meta treats it as marketing. Since April 9, 2025 it approves such templates directly as marketing, which costs more per message.

Where do variables go in a WhatsApp template?

Inside the text, never at the start or end (error 2388299), in order {{1}}, {{2}}, {{3}}, with a real sample for each and not too many in a short text (error 2388293). For example: "Hi {{1}}, your order {{2}} ships today."

The 10 mistakes and how to fix them

1. Variable at the start or end

Meta doesn't accept variables at the very beginning or end of the text (error 2388299).

Before

{{1}}, your order is ready for pickup at {{2}}

After

Hi {{1}}, your order is ready for pickup at {{2}}. See you soon.

2. Too many variables for a short text

If the message is mostly variables, Meta rejects it for its variable ratio (error 2388293).

Before

Hi {{1}} {{2}}: {{3}} {{4}}

After

Hi {{1}}, your appointment for {{2}} is booked for {{3}}. Reply to this message if you need to change it.

3. Variables without samples

Meta needs a sample value for every variable to review the message.

Before

Your tracking number is {{1}} (no sample)

After

Your tracking number is {{1}} — sample: "US4829317"

4. Variables out of order

Positional variables must be in order starting at {{1}}.

Before

Hi {{1}}, your payment of {{3}} is due on {{2}}

After

Hi {{1}}, your payment of {{2}} is due on {{3}}.

5. A promotion inside a utility template

Utility must be non-promotional; an order update with a coupon counts as marketing.

Before

Your order {{1}} is on its way. Use SAVE10 on your next purchase!

After

Your order {{1}} is on its way and arrives on {{2}}. (The coupon goes in a separate marketing template.)

6. A generic survey as utility

Meta doesn't approve a generic survey or feedback request as utility.

Before

How did you like our store? Rate us from 1 to 5

After

Send it as a marketing template, or ask about the specific order the customer received.

7. Ambiguous text

Unclear messages, such as just "{{1}}" or "Congratulations!", are categorized as marketing.

Before

Congratulations {{1}}!

After

Hi {{1}}, your credit application {{2}} was approved. We'll send the next steps here.

8. Wrong language

Meta doesn't translate templates: text and samples must be in the language you declared.

Before

Template set to "es_MX" but written in English

After

Text and samples in Spanish; create an "en" version if you need one.

9. A field that's too long or badly formatted

Header, body or footer over the character limit or with invalid formatting (errors 2388040, 2388047, 2388072, 2388073).

Before

A three-line header with emojis and line breaks

After

A short one-line header; details go in the body.

10. Content that breaks the policies

Meta can reject or pause templates that break the WhatsApp Business Messaging Policy or Commerce Policy.

Before

Selling restricted products or misleading messages

After

Check the policies before creating the template and only sell allowed products.

Special rules for authentication templates

Authentication templates are the only ones that can send one-time passcodes, and they have stricter rules: no links, media or emojis in the content or variables, and each variable is limited to 15 characters.

If Meta changes your template's category

  • Since July 1, 2024 Meta regularly reviews approved templates and changes the category when it doesn't fit.
  • Since April 9, 2025, a template submitted as utility that Meta considers marketing is approved as marketing, at that price.
  • You have 60 days to review and appeal the change in Business Support Home.

Why it matters: in the US and Canada a marketing template costs US$0.025 and a utility template US$0.0034 (Meta, from October 1, 2026).

Checklist before submitting to Meta

  1. Variables inside the text, in order and with real samples.
  2. Enough text around the variables.
  3. The right category: any offer, recommendation or survey? Then it's marketing.
  4. Text in the same language you declared.
  5. A short header with no odd formatting.
  6. Content allowed by WhatsApp's policies.
